How to restrict users to receive external mail in Exchange 2007
1. Open Exchange Management Console 2. Right click on the users that you want to restrict for sending external mail à Properties

2. Right click on the users that you want to restrict for sending external mail à Properties
3. Select Mail Flow Settings 4. Select Message Delivery Restrictions
3. Select Mail Flow Settings
4. Select Message Delivery Restrictions
5. Click on "Only senders in the following list" and click Add, then select all the internal users or select by groups
